How far can this passive 800G to 2x400G OSFP DAC run?

The maximum reach is typically up to 3m. It is intended for short-reach connections within the same rack or between nearby racks.

Why is the power consumption so low on this passive DAC cable?

Because it is a passive copper cable and does not use active optical components or signal retiming electronics. Its maximum power consumption is very low, typically around 0.1W.

Can an NDR200 link connect directly to an HDR 200G link?

No. NDR200 and HDR 200G use different lane architectures, so they are not directly interoperable even though both are described as 200G.
