Can 200GbE and existing 100GbE links run on the same MSN3700-VS2FC?

Yes. The 32 QSFP56 ports can operate at 200GbE, 100GbE, 50GbE, 40GbE, 25GbE, or 10GbE according to the link design. Native 200GbE uses PAM4 signaling, while lower-speed links use NRZ.

Why might a 200GbE PAM4 link stay down even when both ends use NVIDIA equipment?

Check auto-negotiation and FEC first. NVIDIA-to-NVIDIA Ethernet links operating at PAM4 speeds require auto-negotiation to be enabled. Confirm that both ends also use the same speed, FEC mode, and compatible optics or cables. In many cases, a link issue is caused by mismatched port settings rather than a faulty module.

Do PFC and ECN need to be enabled just because the switch is running at 200GbE?

No. Standard Ethernet, virtual machine, backup, and general application traffic do not require a lossless configuration. PFC and ECN are mainly used for RoCE and other loss-sensitive workloads, and should be configured end to end only for the required traffic class rather than enabled across all ports.
