Not always. NVIDIA notes that PCIe Gen3 x16 provides a maximum bus bandwidth of 128Gb/s, so it cannot support full 200Gb/s aggregate throughput when both ports run at 100GbE at the same time.

No. NVIDIA forum guidance states that split mode is not supported on ConnectX-5 adapters, and 100G-to-4×25G breakout cables are intended for switch-side breakout toward hosts.
Both are dual-port 100GbE QSFP28 cards, but MCX516A-CCAT is the PCIe Gen3 x16 version, while MCX516A-CDAT is the PCIe Gen4 x16 version. If you need both ports to sustain full 100G simultaneously, the Gen4 CDAT variant is the better fit.
